How do I burn this disc?

I have a windows o/s downloaded for use on my other computer. I have to burn the download to a DVD so I can boot the new computer. How do I do this? Can I make it a data disc? I'm lost. And is there a free program I can use to burn the disc? can I use something like windows media center?
