Computer restore for vista?

My son installed a password on my computer and does not remember it. When I went into the boot menu, he also installed a password that he does not remember; therefore, I can not do anything. Does anyone know how I can do a complete restore for a dell computer with Vista home premium? I do not have a restore CD and the windows CD I placed in the drive is now stuck in it because it is a touch screen and I can't remove it without getting into the computer!
